This is how it works in Canada, we figured this out long time ago. You can get a person to 'vouch' to your identity or corroborating residency.

I helped a friend when they moved to a new city for school but didn't get a driver's license updated.

Important thing is I still showed my ID and proof that I lived in the area. It's so small it's not an issue but holy shit VOTER ID IS NOT RACIST LIKE ALMOST ALL COUNTRIES WITH VOTING REQUIRE YOU PROVE IT
