I was thinking of "vote by mail" rather than "absentee vote." My state is vote by mail, requiring a second signature would do nothing to stop me cheating if I wanted to.

For harvesting/stolen ballots, don't they already forge one signature? What makes forging a second one so hard? Or just sign themselves as witness.
