Military bases are valuable, but the world's foreign aid collectively never stops in places like Haiti, and eventually they need to pay the world back.
There needs to be a bill, and that bill should have a reasonable time limit on it that gets shorter proportionate to how much aid is given, e.g. a larger package should be repaid faster, at least a bulk of it.
I am in favor of helping other countries, but high risk areas should be taking more precautions to deal with their natural risks.
Like Japan, we have offered aid when things happen but they have plans and infrastructure in place to minimize losses from tsunami.
