Virginia had a bill, probably law now, that stripped all cities and counties of their zoning authority, for the exact same goal. They intend to force housing projects and refugee resettlement into every conservative neighborhood in the entire state, primarily for revenge. As I overheard late last year, "We're going to make those f***ing deplorables pay."
