This is obvious, and liberals WANT this, even suburban liberals. They wont be putting housing projects in liberal suburbs. It is to dilute republican strongholds in cities where the suburbs typically vote conservative. You got an area you cant gerrymander, and the suburbs are holding the line keeping a district red? Throw in a few high density low income housing, and move in some refugees or 8a, and instantly turn the area blue.
