That would be unconstitutional, I believe. The house controls the money. It has to go through congress... And we ALL know what that means.

Yes and no.

POTUS spends the money, if POTUs cam find the money from another approved source its 100% ok.

I think he should elaborate that he means democrat governors forcing their states to be shut down for political reasons, and he wants to give stimulus directly to the people since they aren't handling funding in good faith. It does look easy for Democrats to twist it, so maybe he wants them to so he can make them look even more hypocritical, I am not sure.

I don't think he has that kind of power to force the treasury to give money to us. I could be wrong.

Everything is open to “interpretation” including who has the power to do what under the Constitution. If a “public health crisis” is declared then basically the Constitution doesn’t matter anymore.
