Give the top guy 1 day to find out who is holding it up. If he can’t deliver then fire him! And go on down the line shortening the time before they’re fired until you get it figured out.

When you do find out who it is. Fire him. Appoint someone in his place and give him 2 hours to post it on whitehouse.gov
