I think that the communists targeted George for their shitty game because they assessed him to be a bit dopey and they thought he'd play along and not catch onto the trap they were setting. And they were right up to a certain point.

I’m still not sold that Carter Page was on our side—I to this day believe Carter Page was a willing participant, and he is playing the victim.
