I used Gimp for this one because it was simple. After Effects, Premiere, or Davinci Resolve (free) might be better choices though.

I use Gimp all the time, there's very little you CAN'T do with it if you're smart enough! You should give it a try

Woah you can use Resolve for memes? Or do you mean the Fusion portion which used to be separate?

I ask because I have used resolve for making videos (work/marketing videos, bleh)

The little research I've done on fusion and animations looks likes it's... complicated 🤔

All I know is that you can move images around with keyframes in the edit tab.

You can do all kinds of animation stuff with Blender 3D. It's free (open source), but I hear it can be a little harder to learn/navigate.
