I do not think it's a good idea to return them to the clerk's office. As a Poll Challenger (early in person voting here in NM) if the County Clerk wanted they could just hold the ballots and after the polls close for the night they could fill out and cram the ballot box with votes. Now, if there are valuable Trump team members that volunteer to watch the polls, you get the serial number of each machine and ballot count before the polls open and when the last ballot is cast each day to make sure there aren't any shenanigans like this. I've already had issues in my tiny little town and had to have the police involved because they didn't want to follow the rules. They are cheating pedes...
