I think they changed it from being a felony to a misdemeanor. Also, while California got a lot of press for that change (at least on right-wing media), a bunch of states already treated it as a misdemeanor.
Another fucked up aspect to it is a phenomenon called bug chasing. Bug chasing is when a person purposely infects themselves to contract the disease. The purpose other than mental illness is to join a group of infected to gain access to their degeneracy or to show a sign of devotion to an infected lover. I thought that reducing the punishment may have another reason, to assuage families from suing or charging someone who infected their family member. This is especially insidious if you consider the prevalence of older men escorting young gay men into their degenerate world.
You know AIDS hasn't been a death sentence since like the 90s right? It's still bad, and incurable, but with today's antivirals it's no longer remotely as deadly as it used to be.
