The purpose other than mental illness is to join a group of infected to gain access to their degeneracy or to show a sign of devotion to an infected lover. I thought that reducing the punishment may have another reason, to assuage families from suing or charging someone who infected their family member. This is especially insidious if you consider the prevalence of older men escorting young gay men into their degenerate world.
