I think it might be intentional, and whoever is pulling the strings want chaos and division rather than actual reform. They focus on scumbags who play stupid games and won stupid prizes BECAUSE half of the country will tell them to fuck off; if they focused on real cases of police brutality they might just get reasonable reforms instead.
