I've said for years that he should do this right before the 2020 election. That's precisely what legalization would entail. No one would stop individual states from making it illegal if they so choose. What's currently happening, is that even in states where it's legal, they can't use a bank in any way, even to process credit cards or take out a loan, since it's federally illegal.
