Prostitution has existed in every society and civilization, ever. No government has ever been able to stop it, not USSR at the height of it's power, not China, not Nazi Germany, the Roman Empire, nobody.

legalizing and regulating it is the most beneficial to society, even if parts of society find it distasteful.
