Think about the Electoral College and Senate distribution. Our Constitution guarantees to citizens over the age of 18 the Right to Vote, it doesn’t guarantee equal representation or proportional representation. And that may very well be crucial for community cohesion and the distinctiveness of the states.

The constitution doesn’t actually guarantee the right to vote, it just lists a lot of things that can’t be used to deny voting access.
Yeah, you’re right. It does only include in several separate amendments certain qualities the States cannot use to limit the franchise.
