I think feel they permanently own blacks as they control their cities, their education and their vote. They are targeting the larger Latino demographic as they have more of an electoral impact and would give them control of the southwest US.
The PP effort which is a separate effort will continue targeting blacks, Latinos are often catholic so are less of a target market for PP.
