I would hazard a guess that if the locals call him that, it could be that he is on probation and probation terms often restrict rights such as gun ownership.

BLM knows how to escalate this shit slowly. Remember, their first home visit was to a woman who actually stepped outside her door wearing a Nazi armband. They likely targeted this guy because he was politically compromised as well.
