Since by definition this would require Pence and a majority of Trump's cabinet to be on board, not sure where Crazy Nancy is going with this.

Whenever the Vice President and a majority of either the principal officers of the executive departments or of such other body as Congress may by law provide...

So it could Pence + a majority of some other group, but Pence still needs to sign off on it. I don't think the silver fox will do it
