You missed her move. She's apparently introducing legislation to appoint a committee to use the 25th amendment instead of the VP, cabinet and Senate. That's the trick. Illegal but doesn't mean they won't do it anyway.
Yes, it can be invoked...by the Vice President AND the ranking leadership of an executive department (Cabinet DOJ, DOD, etc) OR the Congress or Senate. Without Pence, this is dead in the water before it starts. Section 4 was written to prevent abuse, that a solid chunk of the leadership of the government is saying the President cannot perform his duties, including his vice President, part of his team.
But without a clear case of the President being incapacitated all Trump has to do is send a letter back saying 'Yeah, no, I'm fine, go fuck yourselves", and it's done.
They can file again, and as long as Trump tells them to shove it up their asses, it's the same result.
The process of invoking Section 4 requires the President being so incapacitated he can't respond, like in a coma, or a bad stroke, or unconscious, or locked in a basement refusing to come out. Or, if the leadership of the government certifies that he's a raving lunatic, and incapable of rational thought - but you'd need a rock solid medical diagnosis for that.
And, all it does is hand the Presidency to Pence for 4 days - who will hand it right back. If it even gets that far.

Even if it's signed into law, it can't be used to overturn an election.
As long as the President is able to raise an objection and declare himself fit for duty, the Cabinet (and/or said committee) cannot force him out. That requires a 2/3rd vote of both the House and the Senate.
According to the Bill that will never become law:
"(b) Consideration.—Any refusal by the President to undergo such examination shall be taken into consideration by the Commission in reaching a conclusion in the report under subsection (a)."
The commission can invent any rationale they want. It doesn't matter.
If Trump declares he is fit to serve under the 25th Amendment, the commission's decision is moot: the decision goes to the full House and Senate.

Eight of the ten R/D are chosen by the majority and minority leaders of the House and Senate (2 each). They must all be physicians. Four of them must be psychiatrists.
The remaining two are drawn from people who have previously served President, Vice President, Secretary of State, Attorney General, Secretary of the Treasury, Secretary of Defense, or Surgeon General.
All candidates for the final two spots would be likely be either members of Obama’s administration, or people previously fired by President Trump. Assuming the other 8 tie at 4-4 along partisan lines, these two would ensure that the Commission would reliably come out against the President.
The proposed bill provides for one to be appointed by the Democrats on the committee, and one to be appointed by the Republicans.
It pretty much guarantees a 5-5 split unless there is clear reason the President cannot serve.
The commission chair would be the tie-breaker. But, the 5-5 split would have to be resolved first, to choose the chair.
Which would matter, but they'd also have to get Pence to agree with them. The 25th is adamant about this. Nothing can proceed unless the VP says the Pres is unfit for duty and he is willing to take his place. No amount of extra commissions get around that fact.
