the final nail in the coffin of attempting to completely neuter any elected chief executive in the future who is not a deep state puppet.

They know this wont be in time for Trump unless they win big controlling the senate w veto-proof majorities (very unlikely), but it will be a good safety precaution for future executives to be sure they are safely always under deep state control. No rogues (which is to say any who will dare attempt to represent the public) allowed.

I think they want all branches of government beholden to the Speaker of the House. That way the popular vote nearly guarantees a Democrat controls the government.
