Trump needs to be very smart here.

I do not think for a second Nancy believes Trump will sign this or that the bill will go anywhere with a Republican majority.

So that means one of two scenarios:

  1. She is doing it just to throw Trump off and distract him.

  2. She believes Biden/Harris will win and she's planning on having them pass it so Kamala will become de-facto president.
