My understanding of how the system works is that hospitals are required to take in homeless that are dying by federal law and the cost is pushed out to the taxpayer in any case.
I know Trump's general plan for healthcare is to create a competitive market to reduce insurance prices. What is his plan to reduce the amount of tax money spent on homeless people and give them coverage so that they can get taken care of before they develop expensive problems? Is there a source I can read on this?

I agree, that's the long-term plan. Some homeless folks are just mentally fucked though - just take a walk through this city and you'll see - and won't be able to hold a job. I'm all for institutionalizing those, but again that requires tax money.

yeah, you might be right. I don't fully understand how the healthcare costs function in this country. I thought they were shared at the federal level, but if they're at the state, I'm less worried since all I need to do is wait for CA to implode.
Someone has to pay. If less tax money will be spent, we will still eat the cost through cost sharing. Either way, the working class will get the shaft which is no surprise to anyone. Democrats told us that Obamacare would eliminate ER visits for the sniffles or scraped knees by people who didn't have health insurance. Of course it didn't and in fact got much worse. You don't have to be "dying" to get treatment.
The only person that can truly help the homeless is the homeless themselves. Don't get it twisted though, I'm not talking about disabled people, I'm talking about able bodied individuals. There are many programs that we already pay for to help them get back on their feet.
There are two ways to look at this:
Conservative - more and more jobs so that wages are competitive (wages rise when companies have to compete for labor) and anyone can get a job, secure health insurance, provide for themselves, and contribute to society rather than drag it down. This approach fixes the root of the problem - homelessness.
As a side note: If you are able but UNWILLING to work, I don't think you should be entitled to anyone else's services, including doctors. I don't care if that sounds cruel.
Liberals - force the working class to carry much more than their own weight (we already do) while others get free rides to solve a symptom of homelessness and not the issue itself. This is pure insanity and all of these socialist programs will be our economic downfall. There is no reason for anyone to work when the government will give you everything.
Now, I understand that your question is what will Trump specifically do in regards to providing healthcare to the homeless, but they can already get it free to them and we will pay one way (taxes) or another (cost sharing) so what difference does it make?

Lower costs of care and medication. If we’re gonna pay for the perpetually worthless, at least make it cost less.
Trump's favored nations order lowered insulin, as an example, from $700 a month to under $50 bucks a month.
Also, Trump removing surprise billing by hospitals and forcing them to be upfront with the cost of care is helping to mitigate inflated costs after the fact.

Stop giving handouts to the homeless, so they will take some personal responsibility and get a job. If they are not mentally capable of holding a job, then they should be in a home. There are organizations that offer group home placements and services to the mentally disabled. Also... If a person is mentally disabled enough that they cannot care for themselves, social security is distributed as well as disability payments. There is no excuse for homelessness.
There is an easy solution to the homeless crisis. Reopen the nuthouses. Most homeless are mentally ill and cannot take care of themselves. Housing them and treating them with make the problem go away.
