Reminds me of my humanitarian border security idea:
Trump should hold a press conference and just straight up say "hey we put like a billion landmines on border zone hot spots, cross at your own will or die"

No prudent mariner will hazard his ship by going near waters that could be mined. It is the perfect denial of access strategy because you dont even have to do it, just make them think you did.
