A "Glowie" is a reference to CIA or FBI agents trying to act like criminals, false-flag style...the reference is that they are so obviously CIA/FBI, they practically glow in the dark.
I'm honestly joking about this post, though. I only learned the term from here a month ago or so, but a number of folks here have been calling the terrorist group Glowies today (i.e., that the whole thing is a false flag...could be, I don't know!), so I just found it funny they actually said they wanted to make the world "glow" in the report, lol. I imagine they were probably talking about detonating some kind of bomb in actuality, though.
So, is a Glowie a Charles Manson sort of crazy?

I know its a common 4chan meme of when somebody seems like a FBI agent trying to get people to commit think about terrorism so they can arrest them.
