The governors played a big role in that, but it's local governments, city councils, county commissioners and mayors who carried out the implementation of it. They're the ones arresting business owners and taking away licenses. They're the ones creating local ordinances that allow police to cite or arrest people for dog muzzles. It's those school boards that are putting masks on little kids and facilitating the destruction of their little minds. Without these minion governments, the head of the snake has no power.
