Trump knows it is a game. RINOs in the senate pretend to work with Trump in some parts of his agenda, to get their "men" appointed to key positions.
If Trump fully antagonizes RINO senators like Lindsey Graham, then next time Dems launch an impeachment case against him, he is toast.

As an outsider, I can see that this one downside of the American system of checks and balances, electing one person even if the most powerful position, cannot necessarily change the entire political system.

You gotta put yourself in his shoes. Best case scenario he comes in with 18 months to an election, needs 9-12 months to put together good cases and that puts him 6 months from an election. If he starts this and trump loses (thanks to covid) it's all over and the revenge will be merciless.
He doesn't care about his life being ruined, he's old and has lived. But his kids and friends are at risk too. So what do you do? You hedge your bets. You don't do anything but prepare to destroy them if trump wins. That's the rational response. You can justify it as "letting the people decide." That's how you live with this self/family preservation decision.

trump should have put an "attack dog" in there from the beginning.
Trumps biggest failings of all time is the people he has hired for all these positions. He seriously needs to do better here.
Even IF Trump loses, I don't think our side will just 'take it'.
If trump loses, a whole different set of events gets set in motion.
