I am not a political expert, so I can be wrong with these things but here's my 2c.

I used to think like "man, Trump is an idiot and wasting it". But I realize from his personality, Trump likes winning, there's no freaking way he is cool with this. A lot of politics must be happening underneath.

Appointments have to be confirmed by senate. A lot of the GOP senators are RINOs. It is a game where they pretend to be on board Trump's agenda and help him out on certain stuff but some stuff like "draining the swamp" is taboo. At the same time, Trump needs the senate to shield himself from repeated impeachment attempts so he needs to be in good graces with them as well.

So Trump is playing a game of chess with Dems, and also a separate game of chess with the RINOs like Lindsey Graham etc.

An example is when Trump nominated Ratcliffe to be DNI. I remember the GOP senators opposing it so Trump was forced to withdraw his nomination. Later on, Trump got Ratcliffe thru as DNI, some political haggling must have occured behind the scenes.

Trump is also one man and no one man knows everything. He has to rely on advisors. The moment he won, those advisors kept close to him and influences his decisions. There is a reason Trump brought his family members along, despite the accusations of nepotism. I won't be surprised if some of Trump's trusted friends e.g. Hannity, turn out to be sleeper agents.

Next, even if Trump manages to get a trusted pick thru confirmation, the swamp is deep and can dig up dirt, money or simply blackmail of family members to corrupt people around him. Notice how many of people who he has been with for some time, suddenly turn around stab him at the back. I think of the deep state like cancer, it spreads and regrows back too.
