Pelosi and the Democrats know that this bill is Dead on arrival in the Senate and that Trump will never sign it. They're not banking on it as a way to get rid of Trump. They're laying the groundwork for having Biden step down a couple of months into his presidency so we get Harris instead

Now obviously Biden could simply resign which I think is the plan. That, or remain a figurehead while Harris actually runs everything. This 25A Presidential commission is a backup plan in case Biden "escapes" and insists on not stepping down
