They have always done this with reviews, now they are just progressing to the next level of extortion. The funny part is that they are so known among business owners to be shady that literally anyone could enter that market and destroy Yelp if they allowed Business owners to at least have the ability to respond without paying protection money. Honestly Yelp could fall under a RICO investigation with their protection racket.
