I suppose it varies from town to town, but it's THEIR utilities--they own the meters, the outside pipes/hydrants etc etc. Is your meter inside your apartment or outside? Also, here electricity is not local. Gas and water are.

City workers who come onto your property are not trespassers. They come to read meters, check on gas leaks etc etc. They do not require permission.
