That's not what it means. Think about the word. De-criminalize. To make non criminal, still controlled by gov and fines can be imposed for violating. Like a parking ticket, you dont go to jail but you still get a smack on the back of the hand

Decriminalize means to remove penalties like jail. It would still be illegal nationally until fully legalized
