I think it needs to be handled on the state level anyway. It's a state problem. We have governors executive far more power than what they're supposed to have, and our legislature just sits there like "uh huh mmhmm". Perhaps not enough of us are calling THEM to bitch about this. It's their job to represent us in the government.
