George W Bush is probably the smartest member of the family and he's not stupid enough to step out in front of that train. He's not going to stand up and take that beating for the people who called him a war criminal and threatened his life daily.

GWB was far too passive and let far too many others dictate policy to him. He only ever gathered brief loyalty to him as he held loyal to those who undermined him.
