There's a unique pattern it prints on every page that you can't see with the naked eye... kinda like a bar code. The cops can track it to the original owner of the printer. If it's changed hands then they lose track, but somebody was really planning ahead to design printers that allow police to identify the exact printer a piece of paper was printed by.
