It's a way for ignorant people to express themselves without people constantly correcting them and making them look foolish. It's 100% intentional. I say that from experience. When I was young and just dialing out to boards and the early net it was very common for the younger crowd to type like morons. The older tech crowd hated us for it but put up with it because we were all computer nerds learning from each other.
