I’m not 100% for sure about how network affiliates operate, but when you advertise in a news broadcast, you’re paying a local news station.
They are affiliated with a broadcast or cable news network, but that isn’t ownership.
But do they pay a fixed or percentage fee for affiliation? Dunno.
