Presidents second terms usually turn to foreign policy since they're lame ducks and have less influence on the domestic agenda. That applies in spades if the dems hold the House through 2024. He can continue to influence the courts with more appointments and he can change some policy with EO's.
We won't, atleast not without executive orders. They will try and push the 25th for a year, then they will impeach on Russia again, then when Pence is announced as candidate in 2024 they'll ramp up BLM and recycle.
