A close family member is refusing to vote at all, for anyone, because he has been convinced by someone/some group that voting doesn't do any good. He thinks the only solution is civil disobedience.

I'm trying, but he ain't buying. He says that voting is a waste of time.
In many states, it's true that there is no chance that your vote will affect the outcome. Looked at my voter guide just now, and there is literally not a single question at any level that is in play.
I often vote as a sort of civic duty thing, or just the enjoyment of seeing democracy (such as it is) in action.
I would use the carrot rather than the stick. One of the reasons I left the Democrat Party is because of the constant nagging and bitching.
