A close family member is refusing to vote at all, for anyone, because he has been convinced by someone/some group that voting doesn't do any good. He thinks the only solution is civil disobedience.

Why do I feel like the post is baiting someone to say "fill their mail-in ballot for them..."
Not hardly. More like casting about for something that might convince him to at least vote on the local races.
