They would demand extraterritoriality; and because they'd have no visible means of providing for themselves (since communist "economics" is incompatible with capitalism), they'd be forced to rely on their allies in China/NorK. They would be a perpetual, hostile and disruptive 5th column element buried in the heart of sovereign US territory, funded, armed and maintained by enemies of America. That's why it simply cannot be allowed to happen.
