It was a city employee that decided the sign was too close to the center of the nearby road, which violates an ordinance. Rather than leave a note for the homeowner in the mailbox or on the door mentioning the issue, they decided it's ok to go onto private property, steal property that didn't belong to them, and now they're going to be "looking for who is responsible" to try to sue for damages.
