Their facts don't make sense. Cops don't Israeli carry. Most departments don't allow RMRs. In order to work security, a cop could need a class G license in addition to his credentials. Why do that when you can just work off duty? My money is on private contractor prob former military. Bottom line the dude brought bear mace to a gun fight. First shot is always the hardest, and center of mass is a bigger target and is easier for placement of rounds. Should have had one in the chamber already, too. I hope that he was aware of who may have been behind the target if he missed said head shot.

It is not uncommon for troops To be ordered to carry a magazine inserted but without a round chambered. Again, it’s stupid, but again, it happens.
