California has what seems to be a good system. Each ballot has a unique bar code. Everyone can sign up for ballot tracking. It tracks the ballot everywhere it goes. I signed up before I ever got mine & it told me it was in the post office waiting to be delivered. I got it yesterday & the tracker correctly listed it as delivered. It seems trustworthy to me. There isn't any outward markings on the envelope that identifies the party of the voter.
