From what I read a few months ago, half or more of the appointed positions in the Trump administration are in an "acting" role, because they aren't being confirmed. That article also mentioned that someone can only serve in an "acting" capacity for so long before they have to either be confirmed or a new nomination made. Not sure if the same person can be nominated again, and just continue the acting role or if it has to be someone different.
Republican Party, Democrat Party and the Patriot Party, who would then have the final word in pretty much all matters as eternal tie breaker in house and senate.
