also look at the fence post behind the victim in the first frame, it is bent making it easily identifiable, you can see that post in frames 1 2 5 and 6, note its position in each frame relative to both the victim and shooter, the victim was clearly retreating while the shooter advanced

Not only that, the victim was retreating and the shooter ADVANCED through the frames, check out the bent fence post connecting two panels of fencing, behind the victims left shoulder in the first frame, and follow it relative to the positions of both shooter and victim, you can see it clearly in frames 1 2 5 and 6
You have no police training. Pepper spray guy was withing 22 feet. You can't react with a gun in time at that distance. Shooter did though because pepper spray guy was an idiot playing stupid games and winning stupid prizes.
