Utter claptrap and propaganda. Islam cannot be reformed. Islamic teachings are absolute and cannot be challenged or questioned, as is typical of cults. It isn't possible to change anything in it.
In Islam, there are only two experts: the demon-god Allah, and Mohammed. Muslims believe that the words of Allah weren't created, they just exist unto themselves in perpetuity, on a giant Koran in Muslim heaven (Sahih Bukhari 54:414). Even if you change the words of the Koran here on Earth, the Koran in Muslim heaven remains unaltered. The Koran is therefore unchangeable.
To do what they're proposing would mean ignoring large portions of the Koran, Mohammed's life, and the history of Islam. If Islam can be "reformed" then it's more like a "religion" and you don't have to take the very difficult stance of rejecting it outright because it's a sick, perverted, brutal 7th century death cult. Believing Islam can be reformed is easier... and therefore more appealing. It nudges your mind closer to accommodating, and later accepting, Islam.

When did you ever hear about vocal ex-Muslims, a dozen years back? It was rare. Now they're all over social media. Examples: the Apostate Prophet, Abdullah Sameer, Nabeel Qureshi, Christian Prince, One Godless Woman, Sarah Haider, Zara Kay, Yasmine Mohammed, and many more. #AwesomeWithoutAllah exploded on Twitter. There's even a Reddit sub for ex-Muslims. It tends to get brigaded frequently by Muslims but there are still many good stories there. It's worth reading.
