With a dynamic target like that, especially with a crowd of people behind them, your best bet is to aim for center mass.
I would be worried I'd miss such a small moving target, even from ten feet, normally, if I got blasted in the face with a can of pepper spray, I'd get real worried.
But I am not a "professional security contractor" either.
Who knows, maybe they have different protocols and teach them to go for head shots because that gives them a bonus in COD so it must be a tactically sound decision.
