I'm not saying anything. The document OP linked has a double negative which means it would actually read like this "The Applicant can work as a security guard in plainclothes without first receiving an endorsement from the Department authorizing him/her to do so."
Double negative means you don't need an endorsement from the department to work as a plainclothes security guard.
