I don't know what that means. You will have to be more specific. Are you saying he was a cop and thus able to work plain clothes security at will without further licenses??

I'm not saying anything. The document OP linked has a double negative which means it would actually read like this "The Applicant can work as a security guard in plainclothes without first receiving an endorsement from the Department authorizing him/her to do so."

Or in other words, you need authorization to work in uniform, not in plain clothes.
